A freedom of information act request continues to provide insight into how camera enforcement operations work. In Queensland, Australia, it only takes 2 accidents related to speeding (that means when you have a drunk driver going 2 MPH over the limit it's a "speeding" accident, even though alcohol is the true cause of the wreck). That accident can be minor, and the accidents can have happened any time in the past.
