The city of Baltimore, Maryland ended a controversial performance evaluation system for police officers on Friday. Brown said there is more to the program than the statistics form; officers are also evaluated on such criteria as appearance, tardiness and citizens' comments about an individual officer.Source: City's police ending reviews (Baltimore Sun, 4/2/2005)
